I. Purpose

Anne Arundel Community College (“College”) establishes this Interim Procedure for Promotion of Part-Time Faculty (“Procedure”) to provide for the recognition of continuous and sustained contributions by part-time faculty to the academic programs through the process of promotion to a higher part-time faculty rank.  When a part-time faculty member has a sustained record of teaching for the College, the College will consider a recommendation from the part-time faculty member’s supervisor for promotion to the next rank, either Lecturer II or Lecturer III.

Activities of part-time faculty members typically do not resemble the activities of tenure-track faculty members being considered for promotion and/or tenure.  Rather, part-time faculty members are likely to have distinguished themselves in their chosen professional careers, and in their contributions to the College, including teaching in their respective department or program, and professional development.  In approving a promotion of a part-time faculty member, the College makes no commitment to issue future assignments for teaching or other forms of service.

II. Scope and Applicability

A. This Procedure applies to part-time faculty members.

B. This Procedure does not apply to full-time faculty, special term contract faculty, or continuing education and workforce development faculty.

C. This Procedure applies to all applications for promotion of part-time faculty member submitted on or after June 1, 2022.

III. Definitions

A. All capitalized terms in this Procedure have the following meanings:

1. Academic Semester means the fall and spring semesters.

2. Application Package means the documents set forth in the Application Package Section below.

3. AVP means the Associate Vice President for Learning and Academic Affairs.

4. Business Days is any day which is not a Saturday or Sunday or day that the College is closed, such as holidays, spring break, winter break, or other day that the College announces that it is closed.

5. Certification Form means the application form titled Part-Time Faculty Certification of Minimum Eligibility for Promotion.

6. Course Materials means a representative set of materials used for teaching and learning in the classroom, including materials used for in person, hybrid, and/or online courses, to represent other courses taught during the period of service being reviewed, including but not limited to, syllabi, examinations, writing assignments, projects, handouts, and so on, prepared or uniquely modified by the Faculty Member.

7. Faculty Member means the part-time faculty member who seeks to be considered for promotion to the next Rank.

8. Professional Record Form means a document used to record and continuously update the Faculty Member’s activities, accomplishments, and achievements, and efforts made towards continuous improvement

9. Rank means the title of a part-time faculty member as set forth in the Section VI of the College Manual.

10. Supervisor means the Adjunct Faculty Coordinator, Academic Chair, Assistant Dean, or Director to whom the Faculty Member directly reports.

11. Written or in writing means in the form of a letter, document, email or electronic communication or transmission.

IV. Review of Minimum Qualifications

A. A Faculty Member may apply for promotion to the next Rank when the Faculty Member has met all of the minimum qualifications for that Rank as set forth in the Section VI of the College Manual (“Minimum Qualifications”). 

B. An eligible Faculty Member who wishes to be considered for the promotion must submit the Certification Form to the Supervisor no later than twenty (20) Business Days of the start date of the Academic Semester.

C. Within five (5) Business Days of the Faculty Member sending the Certification Form to the Supervisor, the Supervisor or designee will review the Certification Form and make a recommendation as to whether the Faculty Member meets Minimum Qualifications.

1. The Supervisor or designee will sign the Certification Form and submit the Certification Form to the supervising Dean.

2. If the Certification Form is not complete, the Supervisor will return it to the Faculty Member with instructions on how to complete the Certification Form.

D. Within five (5) Business Days of the Supervisor sending the Certification Form to the Dean, the Dean or designee will review the Certification Form and determine whether the Faculty Member meets Minimum Qualifications.

1. If the Dean or designee determines that the Faculty Member has met the Minimum Qualifications, the Dean or designee will sign the Certification Form and submit the Certification Form to the AVP.

2. If the Dean or designee determines that the Faculty Member has not met the Minimum Qualifications, the Dean or designee will notify the Faculty Member, the Supervisor, and the AVP or designee in writing that the Faculty Member is not eligible for promotion for failure to meet the Minimum Qualifications.

E. Within five (5) Business Days of the Dean sending the Certification Form to the AVP, the AVP or designee will review the Certification Form and transcripts and other documentation in the Faculty Member’s record to verify that the Faculty Member has met Minimum Qualifications.

1. If the AVP or designee determines that the Faculty Member does not meet the Minimum Qualifications, the AVP or designee will notify the Faculty Member, the Dean, and the Supervisor in writing that the Faculty Member is not eligible for promotion.

2. If the AVP or designee determines that the Faculty Member has met the Minimum Qualifications, the AVP or designee will approve and sign the Certification Form and send a copy to the Faculty Member, the Dean, and the Supervisor.

F. The AVP will maintain a copy of the Certification Form and any notice sent to the Faculty Member.

V. Application Package

A. Within five (5) Business Days of the approved Certification Form being sent to the Faculty Member, the Faculty Member must submit the following information in the ePortfolio in the College’s learning management system (“ePortfolio”):

1. Completed Professional Record Form; and

2. Course Materials.

B. The Faculty Member will notify the Supervisor in writing that the Faculty Member’s materials are ready for review. 

C. Within thirty (30) Business Days of the Faculty Member sending notice to the Supervisor, the Supervisor or designee will review the ePortfolio and provide an Application Package to the Dean in writing, which will include the following:

1. A link to the Faculty Member’s ePortfolio;

2. A completed departmental classroom observation form or if there is not a departmental form, the Formal Classroom Observation Form;

3. A completed Summary Narrative Form, which includes an evaluation of the following:

a. The Faculty Member’s student opinion forms for the past three (3) years or the number of years since last promotion, whichever is longer;

b. The Faculty Member’s Course Materials;

c. The Faculty Member’s Professional Record Form;

d. The Faculty Member’s performance in classroom management and administrative responsibilities; and

e. The Faculty Member’s performance in collaboration and teamwork skills, such as sharing ideas, contributing to accreditation self-studies, or other matters as defined by the department; and

4. A letter of recommendation that summarizes the Supervisor’s or designee’s reason(s) for recommending or not recommending promotion of the Faculty Member.

D. Within ten (10) Business Days of the Application Package being sent to the Dean, the Dean will review the Application Package and make a Formal Recommendation that summarizes the Dean’s reason(s) for recommending or not recommending promotion of the Faculty Member to the AVP.

VI. Promotion

A. Within twenty (20) Business Days, the AVP or designee will review the Formal Recommendation and decide whether to approve the promotion. 

1. If the AVP approves the promotion of the Faculty Member, the AVP will notify the Faculty Member, the Dean, and the Supervisor, in writing and the promotion will become effective at the beginning of the next Academic Semester. 

2. If the AVP does not approve the promotion of the Faculty Member, the AVP will notify the Faculty Member, the Dean, and the Supervisor in writing and provide the reasons for not approving the promotion.

B. If approved for promotion, the AVP or designee will update the Faculty Member’s Rank in the system of record to reflect the promotion.

VII. Records

A. The Certification Form and Formal Recommendation will become part of the Faculty Member’s evaluation materials file portion of the personnel file and are confidential.

B. The Faculty Member will be provided access to their personnel file upon request.

C. The Application Package will be maintained in accordance with the College’s document retention schedule. 

D. All Forms described in this Procedure must be approved by the Provost/Vice President for Learning for use in part-time faculty promotion process.
