Memorandum of Understanding
between Towson University and Anne Arundel Community College
regarding a Streamlined Transfer Agreement
Preamble
This agreement (the "Agreement") is made this May 15, 2020 ("the Effective Date") by and between the Towson University ("TU"), a public university in Towson, Maryland and a member of the University System of Maryland, and Anne Arundel Community College ("AACC"), a community college in Arnold, Maryland, to offer articulated transfer pathways where, after successful completion of AACC coursework, admissible AACC students will be able to transfer seamlessly to TU and enter programs leading to the Bachelor of Science, Bachelor of Arts, Bachelor of Fine Arts or Bachelor of Technical and Professional Studies degrees.
I. Purpose of Agreement
The Agreement affirms the commencement of a new initiative between AACC and TU to provide transfer pathways for AACC students (each, a "Transfer Pathway") including the responsibilities of each party and opportunities for students who choose to follow a Transfer Pathway, in an effort to enhance and facilitate degree completion at the respective institutions.
For each department, major, or track at either AACC or TU desiring to establish a Transfer Pathway, the parties shall enter into a separate addendum under this Agreement (each, an "Addendum"), specifying the department, major, or track of AACC sending students to TU, the department, major, or track of TU awarding transfer credit, and other relevant information as is set forth in Exhibit A hereto, "Program Articulation Agreement".
The goal of this Agreement is to provide seamless transition from AACC's associate degrees to TU's bachelor degrees that offers AACC students incentives and structured transfer pathways for attaining four-year baccalaureate degrees from TU. In addition, this Agreement contributes to Maryland Higher Education Commission's completion initiative by increasing associate degree attainment and providing momentum for baccalaureate completion. This agreement sets expectations for administrators, faculty and staff at both institutions, and fosters a working relationship between the parties.
II. Agreement Review and Term
The initial term of the Agreement shall be for a period of five (5) years, commencing on the Effective Date and ending on May 16, 2025, at the end of which the Agreement may be renewed in writing (postal or electronic correspondence) every successive one (1) year periods unless terminated by either party as set forth below.
Either party may terminate this Agreement by providing ninety (90) days' written notice to the other party. During the notice period, the parties may discuss continuation of a formal relationship. If the Agreement is terminated, TU will honor transfer students from AACC under the expiring agreement terms. The parties shall meet, at least annually, to review changes in curriculum, programs and credential requirements for the purpose of determining whether or if the Agreement should be amended.
III. Guaranteed Admission
Subject to the terms and conditions of this Agreement, TU shall provide students graduating from AACC with associate degrees the opportunity to seamlessly transfer to TU into any of the bachelor's degree programs offered by TU that do not have special admissions requirements. TU's Office of Undergraduate Admission will retain the final authority in all admission decisions.
IV. Admissions for Special Programs
When applicable, program articulation agreements will outline specific requirements for admission into TU's screened majors. TU guarantees admission to students from AACC who meet the requirements as specified in the agreements with exception to students applying to screened majors requiring portfolio review or audition to gain acceptance into the program.
V. Acceptance of Transfer Credits
Subject to the terms and conditions of this agreement, TU shall accept transfer of AACC credits up to a maximum of sixty-four (64) applicable semester credit hours. Addendums hereto include articulated transfer pathways between AACC and TU.
Pursuant to the Code of Maryland Regulations, a completed General Education program taken as part of an associate's degree ( e.g., AA, AS, ASE, AAT) at AACC will transfer to TU's Core Curriculum without the need of a course-by-course match. Students who have completed an associate's degree will be required to take TV's Advanced Writing Seminar (Core 9) and additional units necessary to complete the minimum number of Core Curriculum units. Towson Seminar (Core 1) will be waived for all students transferring under this agreement.
TU itself does not grant academic credit for occupational competency /life experience. It will, however, accept such credits, including institutional examination credits, upon transfer when they have been awarded by AACC and are documented on an official transcript. TU will also accept a maximum of 30 credits in any combination from one of more of the following sources: acceptable Advanced Placement (AP) examination scores, acceptable College Level Examination Program (CLEP) scores, Defense Activity for Non-Traditional Education Support (DANTES), successful completion of International Baccalaureate (IB) examinations, or acceptable transfer credit for prior learning.
VI. Academic Planning
To facilitate a seamless transition, AACC students should work closely with their academic advisor at AACC to develop a comprehensive academic plan as early in their academic career as possible and prior to transfer. Students and advisors are encouraged to utilize a variety of advising resources including the 4 Year Program Articulation Pathway (accompanying this agreement), AACC Catalog, TU Undergraduate Catalog, respective departmental websites, and ARTSYS (the USM online articulation database), to ascertain transferability of coursework. Pre-Transfer Advising is also available at TU for students to discuss their progress in the articulated pathways prior to applying or enrolling at TU.
VII. Academic Advising
Prior to matriculation at TU, a student's official transfer credit evaluation will be available for view on the Academic Requirements Report of the student portal. The Academic Requirements Report details prior coursework transferability and applicability to university, Core Curriculum and major requirements at TU.
All new students are required to attend New Student Orientation. During orientation, students will meet with their academic advisors to review prior coursework, discuss academic interests and goals and register for the upcoming semester.
Students are assigned advisors in their area of study and are encouraged to meet with them periodically to assess their academic progress. Students with 45 or more earned credit must meet with their academic advisors to complete individualized Degree Completion plans for completion of all Core Curriculum, graduation, and major requirements as outlined in the TU Undergraduate Catalog. These requirements include a minimum of 120 credits, of which at least 30 credits must be earned at TU.
VIII. Financial Aid and Transfer Scholarships
The Free Application for Federal Student Aid (FA FSA) is required to be eligible for need-based aid. Students must indicate TU's school code of 002099 when submitting the FAFSA. All students are encouraged to submit the FAFSA beginning October 1 but no later than the priority application deadline January 15.
Students transferring from AACC to TU who meet the transfer admissions priority deadline will be considered for TU's Transfer Achievement Award for outstanding academic achievement. The minimum grade point average and credit level requirements are determined by the strength of the applicant pool.
AACC students are encouraged to apply for other TU scholarship opportunities as they become available. Students should consult with the Scholarship Seeker on the financial aid site at TU. TU transfer scholarships shall be promoted on both TU and AACC web sites. Students transferring to from AACC to TU who have completed an associate's degree are encouraged to apply for the Maryland Higher Education Commission (MHEC) 2+2 Transfer Scholarship. IX. Reverse Transfer
TU encourages students to complete their associate's degree at AACC before transferring to TU. Additionally, TU will support former AACC students who have transferred to TU without completing their associate's degrees through the Reverse Transfer process. TU will facilitate reverse transfers each spring and fall semester, identifying students who meet the reverse transfer criteria and will notify AACC of eligible students. AACC will review to determine eligibility for awarding of the Associate's degree at AACC. Students must meet the following qualifying criteria to be considered for reverse transfer: 1) be a current student at TU 2) have not received any degree from TU 3) have at least 15 credits at AACC (based on what TU transferred in) and at least 60 total earned credits. Interested students must indicate their interest in participating in Reverse Transfer at the time of application to TU or sign a FERPA waiver to allow TU and AACC advisors to exchange student academic records. Reverse Transfer data will be shared yearly amongst administrators.
X. Reports, Data and Information
TU shall provide annual transfer reports to AACC. Transfer reports will include data on AACC transfer students who are currently enrolled at TU. Transfer reports should include: student demographics, number of credits transferred, program of study, scholarship awardees, number of conferred bachelor's degrees, number of reverse transfer students, and other pertinent information.
AACC and TU shall collaborate to the best of their abilities to annually provide data and reports to TU. Reports will include student enrollment information, enrollment breakdown based on programs at AACC, student demographic data, and other pertinent information.
XI. Publicity and Promotion
During the term of this Agreement, TU and AACC shall develop and agree upon a mutually acceptable marketing and student recruitment plan to promote this Agreement and transfer pathways to inform students of the opportunities available. Any and all marketing, promotional or publication materials developed by one party must be reviewed and approved in writing by the other party prior to use of any such materials. AACC agrees to promote transfer pathways to AACC students by allowing TU to place marketing materials in student service centered departments on campus and on the AACC Transfer Agreements website.
Upon the request of TU, AACC agrees to send outreach mailings to AACC students biannually (fall and spring) on behalf of TU to current AACC students with 45 credits or more that are in articulated or parallel programs with TU (e.g., associate's in Psychology to bachelor's in Psychology). TU will incur all cost for outreach mailings.

XIII. Amendments
This Agreement represents the entire and integrated agreement between the parties and supersedes all prior negotiations, representations or agreements, either written or oral. This Agreement may be amended only by written instrument signed by both parties.
XIV. Non-Waiver
The failure of either party to insist, in any one or more instances, on the performance of any of the terms, covenants, or conditions of this Agreement, or to exercise any of its rights, shall not be construed as a waiver or relinquishment of such term, covenant, condition or right with respect to further performance.
XV. Severability
Each provision of this Agreement shall be deemed to be a separate, severable and independently enforceable provision. The invalidity or breach of any provisions shall not cause the invalidity or breach of the remaining provisions hereof.
XVI. Counterparts
This Agreement may be executed in counterparts and each counterpart shall be deemed an original.
XVII. Applicable Law
This Agreement shall be governed in accordance with the laws of the State of Maryland. Any legal proceedings brought pursuant to this Agreement shall be brought only in the state courts of Maryland.

Students who have completed the Associate of Applied Science Degree in the Emergency Medical Technician - Paramedic program at Anne Arundel Community College may transfer into Towson University's Allied Health program with junior standing provided that the student has completed all courses identified on Attachment A (which is attached to, and incorporated by reference into, this MOU) with a cumulative GPA of 2.00 or higher.
Courses completed at Anne Arundel Community College with 300 or 400 level Towson University course equivalencies will transfer as lower-level credit but will satisfy course content as indicated.
3. Only courses in which a grade of C (2.00) or better is earned will apply toward the major at Towson University.
4. 1. Towson University will accept a maximum number of 64 credits from Anne Arundel Community College with the number of transferable credits specific to the Geology program as set forth in Attachment A

Students who have completed the Associate of Science Degree in the Earth Science program at Anne Arundel Community College are guaranteed admission into Towson University's Geology program with junior standing provided that the student has completed all courses identified on Attachment A with a cumulative GPA of 2.00 or higher.
Lower-division courses (100 or 200 level) completed at Anne Arundel Community College that are equivalent to Towson University upper-division courses (300 or 400 level) will transfer and satisfy equivalent course requirements; however, the Anne Arundel Community College lower-division course (100 or 200 level) will not be recognized as an upper-division course (300 or 400 level) at Towson University or counted toward Towson University's graduation requirement of 32 upper level credits.

Students who have completed the Associate of Applied Science Degree in the Surgical Technology program at Anne Arundel Community College may transfer into Towson University's Allied Health program with junior standing provided that the student has completed all courses identified on Attachment A (which is attached to, and incorporated by reference into, this MOU) with a cumulative GPA of2.00 or higher. Courses completed at Anne Arundel Community College with 300 or 400 level Towson University course equivalencies will transfer as lower-level credit but will satisfy course content as indicated.
3. Only courses in which a grade of C (2.00) or better is earned will apply toward the major at Towson University.
4. In accordance with the MHEC transfer policy pertaining to general education requirements, Towson University will accept the completion of Anne Arundel
Community College's general education requirements (GenEds) and students will be required to complete courses at Towson University to satisfy the remaining University Core requirements as shown in Attachment A.
5. Towson University recognizes college-level experiential learning gained through previous work, military and/or volunteer service or life experience. Credit for prior learning may also be established through course challenge or standardized credit by examination.
6. Anne Arundel Community College students transferring to Towson University will be given every consideration for financial aid and will be eligible to compete for academic scholarships upon entrance to Towson University subject to stated scholarship deadlines.
7. Both Anne Arundel Community College and Towson University agree to work together to facilitate the transfer of students from Anne Arundel Community College to Towson University to work cooperatively to insure the high quality of the programs at the respective institutions. Transfer of students will be in accordance with policies and procedures of both institutions, as they may be amended from time to time.
8. This MOU will be in effect initially for ten years, beginning Fall 2018, with a review every two years by both parties. Any revisions the parties deem necessary must be evidenced in writing and signed by the authorized officials of each institution. The MOU may be terminated by either party for due cause and after adequate notice of not less than six months is given to the other party.
9. Towson University will establish procedures to provide information on the academic progress of Anne Arundel Community College students enrolled as part of this MOU.
10. This MOU, when signed, constitutes the entire agreement between the parties and supersedes all prior agreements and understandings between the parties respecting the matter hereof.
